The web my.flipp.dev is great, is there a possibility to get the source code to run it offline ? I would like to use it on a computer without admin rights (so no possibility to install qflipper) and proxy is blocking the web app.

You can grab it here. Keep in mind that in real offline browser you won’t be able to install firmware from the internet (local firmware file upload and other apps will work normally though). You’re probably meaning hosted locally instead of offline.
You would also need (at least) Node installed on your PC to run the dev server.
